The renewed Observatory on Workers Secondment has been installed, a joint body established pursuant to art. 6 of Italian Legislative Decree no. 136/2016 and reconstituted with Ministerial Decree no. 67/2025, which has the task of monitoring the phenomenon of transnational secondment and promoting correct information on working conditions and employment.
The Observatory, which will meet on a quarterly basis unless otherwise necessary, reflects the new organisation of the Ministry of Labour and Social Policies and involves the participation of institutional representatives (Ministry, INPS, INAPP, INL), social partners (CGIL, CISL, UIL, Italian Manufacturers’ Federation, Confcommercio, Confartigianato), as well as the Presidency of the Council.
At a time of profound transformation in the labour market, the Observatory also plays a strategic role at a European level in:
- guaranteeing transparency and access to information for companies and workers;
- promoting decent working conditions and fair wages;
- combating occurrences of unfair competition and social dumping.
During the meeting, an account was given of the state of European negotiations regarding the proposed EU Regulation for the establishment of a public interface to improve the management and transparency of worker secondment reports.
The reconstitution of the Observatory was welcomed very positively by all the social partners and institutional parties present in the Group, who consider the body a valuable forum for monitoring the evolution of the phenomenon of transnational secondment. Data analysis and collaboration between institutions and social partners will be fundamental to designing more effective and inclusive labour policies, including through the publication of clear and updated content on the institutional portal.
